Morrow Engineering Ltd. (MEL) is a small consulting engineering firm specializing in the design of petroleum storage, handling and dispensing systems and remote electrical power generation facilities. Established in 1974 and located in North Vancouver, MEL has provided design and project management services to a wide variety of private and public sector clients including oil companies, public utilities, transportation companies, airports, Indian Bands etc.

Fuel Systems 


MEL specializes in all aspects of fuel storage, handling and dispensing. Our staff is intimately familiar with the various regulations governing work in this field, including the National and Provincial Fire Codes, Environmental Codes and the Canadian Electrical Code as well as the "accepted practice" of the petroleum industry. In addition, MEL has extensive experience in auditing existing fuel facilities for compliance with the applicable codes and recommending upgrades as appropriate. MEL offers full service design and project management services including all disciplines associated with the typical fuel facility (fuel systems / mechanical, electrical/controls and civil).

New Federal Petroleum Storage Tank Systems Regulations

Environment Canada has recently established the new Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations applying to fuel storage tank systems which are under federal jurisdiction. This includes tank systems on, or owned and operated by:

-federal or Aboriginal lands;
-federal departments;
-railways;
-airports; and
-port authorities;

The regulations contain a variety of requirements for both new and existing systems and a timeline for their implementation. The staff at MEL is well versed in the new regulations and available to perform environmental compliance audits of petroleum storage tank systems against the new federal regulations.

Remote Power Generation

In recent years, MEL has designed and provided project management services for various remote diesel-electric power generation projects. Facilities range from 70kW to 1MW total installed power, include both liquid and air-cooled generator sets and automatic synchronizing control panels / switchgear.
